Small Pouch is not something you find lying around — you craft it, and the recipe is below.
Using Small Pouch Well
The recipe is not loot — it sits on the Technology tree at level 27 and costs 2 Technology points, so the real gate is your character level, not the materials. Nothing about the craft needs a specialised station either: the plainest workbench you already own can build it, which means the moment you hit 27 and spend the points you are done.
Crafting cost in bench time is 50,000 work, which is a long stand-around on an early Primitive Workbench with one or two Handiwork Pals. Queue it and go do something else — and note the higher rungs double each time (100,000, 200,000, 400,000), so the Giant Pouch is an overnight job, not a detour.
"Carrying one is enough" is literal — a second copy in your bags adds no slots at all, so the 10 Wooden Board / 20 Fiber / 10 Leather is a one-time bill and every extra pouch you craft is wasted Leather. Build exactly one, and if you are stocking a second character or a shared base chest, count pouches per player rather than per base. It weighs nothing, so it never competes with the ore you are hauling.
It is the first rung of four, and the rest are far apart on the tree: Medium Pouch at level 43 for 2 points, Large Pouch at 53 for 3, and Giant Pouch at 57 for 4. The materials escalate with them — Wooden Board gives way to Hardwood, then High Quality Wooden Board plus Carbon Fiber — but Fiber and Leather appear on all four, climbing to 120 Fiber and 40 Leather at the top. If you are already farming those two for armour, keep the lines running past the Small Pouch rather than tearing them down; you will want them again at 43.
