Which Counters Belong to a Wandering Merchant
Six of the lists below are all the same NPC — the game gives every one of them the name Wandering Merchant. There is the roaming trader (Wander Shop), two desert versions, two volcano versions, and one that sets up shop inside dungeons. They share a house style — meds, ammo, Pal materials and a wall of gemstones nobody needs — but what sits on top of that is cut to the region, so a counter you have already read is still worth opening in a new biome.
Three ways to reach one. Stand at a counter in a walled safe-zone town — Small Settlement, Fisherman's Point and Duneshelter all keep traders on duty; catch one on foot between regions, which is why no merchant of this type is pinned on our map while the fixed Black Marketeer, Medal, Bounty and Arena vendors are; or let one come to you, since from Base Camp Lv 7 the roaming variant joins the pool of humans who wander into your own base — the same list you see out in the world, including Paldium Fragment at 70g. The pairs split by job rather than by tier. Desert Shop 1 and Volcano Shop 1 carry the consumables and the 3,000g skill fruits — Sand Tornado and Seed Mine out in the dunes, Flare Storm and Ignis Breath by the volcano — while their "2" counterparts drop all of that for gear: hat schematics at 500g each, resistant Pelt Armor at 7,920g, and one early firearm apiece (Musket for 9,940g in the desert, Makeshift Handgun for 13,970g at the volcano). The Dungeon Shop is the odd one out: no gems, no fruit, just food, arrows, ammo and meds — restock mid-run rather than walking a full dungeon back out.

Pal Merchants and Black Marketeers — Pals for Sale
These vendors sell live Pals rather than items, at the level range shown. What is listed below is each vendor's pool, not its counter: only 5 Pals are drawn from the pool and offered at any one time, so the Pal you want may simply not be up today. The draw is re-rolled when the world reloads around the vendor — fast travelling away and back, sleeping through to morning, or leaving to the title screen and loading the save again all give you a fresh five. Standing there and re-opening the shop menu does not.
The two named Pal Merchants keep fixed counters in walled towns, both of which also staff an item trader, so one landing covers a Pal purchase and a restock: the desert roster is sold in Duneshelter, the volcano one at Fisherman's Point on the southern coast of Mount Obsidian. A third counter works the early game and has no pool listed below — it stands in Small Settlement in the Windswept Hills, east of the Church Ruins on Marsh Island (sharing the spot with a Wandering Merchant), in the middle of the Sea Breeze Archipelago, and on the northeastern shore of the Forgotten Island. It deals in first-region Pals at single-digit levels, and because a Pal costs its base value multiplied by a figure that climbs with every level, that counter sells the cheapest live Pals in the game — see the price curve for what each level adds.
Price follows the level the Pal rolls inside the band, so the same species costs noticeably more from a higher-band vendor than a lower one — worth checking both before you buy. These counters take trades in the other direction too: you can sell your own Pals for gold here, and the game warns you plainly that a sold Pal is gone for good, so clear your party before you open the sell list.
