The cartridge is its own Technology entry, unlocked at level 61 for 1 Technology point. Plasma Cannon sits on the same tier and costs 5, so plan on 6 points at level 61 rather than 5 — researching the cannon on its own leaves you holding a weapon with nothing to load.
Each research point is worth far more here than the gold price suggests: one Thermal Core and two Hexolite return ten rounds, against 2,190 Gold apiece at the caravan. Buy only to top up mid-expedition; anything you can plan for should come off the assembly line.
