The chip is Element Resist Aqua 1, the first rung of the Water resistance ladder. Every grade of the Ring of Water Resistance (Ring of Water Resistance, Ring of Water Resistance +1, Ring of Water Resistance +2) carries Aqua 3 instead, so the ring is where real Water mitigation lives and this is a small top-up on a head slot you were filling anyway.
The medal rack is nine hats at 25 coins each, all identical at 20 defense / 60 HP / 300 durability — the only thing that separates them is which element the Lv. 1 chip resists. Gloopie Hat and Jelliette Hat (Jelliette Hat) are the two Aqua entries and are mechanically the same purchase, so buy on looks.
