No recipe takes it as an ingredient. Whatever you build is the finished article, so there is no reason to hoard spares.

Using Ghangler Accessory Well

The resistance runs the whole time the hat is on your head — no trigger, no base-camp or mounted condition attached to it — and it is the only reason to wear this over any other cosmetic head slot. Twenty defense and 60 HP will not save you at the level you reach the Arena; a permanent cut to Water damage during a Water fight will.

Every 80-ticket hat in the Arena Shop is statistically identical — 20 defense, 60 HP, 300 durability across all six. The only thing you are choosing between is the element they cut: this one is the sole Water option, against Kingpaca Headband for Neutral, Shroomer Hat for Grass, Icelyn Hat for Ice, and Splatterina Hat or Tarantriss Hat for Dark. Pick by the fight you keep losing, not by the look.

80 Battle Tickets is expensive for what the Arena sells. The same tickets buy two Skill Fruits at 30 each, or an implant at 50 with 30 left over. If you want head armour that actually carries stats, Dandilord Hat is 100 tickets for 30 defense and 80 HP — 20 tickets more for a real upgrade, though it resists Dark instead of Water.
