Using Advanced Technical Manual Well
The recycler pool it comes out of also holds the two better manuals, and this one is the likeliest of the three to drop — Innovative (Innovative Technical Manual) lands about 70% as often and Futuristic (Futuristic Technical Manual) about 30% as often, on the same roll. That ratio flips the value of the route: if you are recycling relics anyway, the books that come back skew toward the cheap end of the ladder, so bank them for the low-tier tech you skipped rather than saving them against a late unlock.
