It also shows up as world loot — chests in the Grasslands, treasure chests in the Grasslands and treasure chests in the Forest, usually 2–3 at a time. Higher-grade chests carry the better rolls, so the ones guarded by a camp are usually worth the detour.
Chests inside 3 caverns, including Hillside Cavern and Isolated Island Cavern, can hold it as well.

Using Bread Well
Every cooking bench in the game bakes this, down to the Campfire you unlock at technology level 2 for a single point and 10 Wood, so there is no station gate on bread — the Cooking Pot (level 17), Electric Kitchen (level 41), Large-Scale Stone Oven (level 49) and Ancient Kitchen (level 70) all take the same one Flour and the same 2,000 work per loaf. Building a bigger kitchen buys you throughput and other dishes, never a cheaper loaf.
The real gate is the flour, not the oven. One Flour is 3 Wheat milled at the Mill, a level 15 technology costing 2 points plus 40 Stone, 10 Wooden Board and 10 Ingot, and the Mill is turned by a Watering worker rather than a Kindling one — a base stocked entirely with fire Pals will sit on a pile of wheat and produce nothing. The Wheat Seeds plantation that feeds it is level 15 as well, so before that point the only bread you will see is what you pull out of Grassland and Forest chests or buy from the Wandering Trader.
Milling is worth the detour on the numbers: 3 Wheat eaten raw is 18 hunger and 210 Gold of stock, while the loaf they become is 27 hunger, 4 sanity and 300 Gold. Never eat the Flour itself — it restores 3. The one competing claim on your wheat is Cake, which swallows 5 Flour (15 Wheat) per cake, so if a Breeding Farm is running, bake bread from the surplus only and keep the mill output banked.
Alternatives and Upgrades
Step up from here and you get French Fries at 35 hunger restored; step down and it is Baked Berries at 21. That gap is the honest measure of whether an upgrade is worth the materials right now.
