It also shows up as world loot — chests in the Mount Obsidian, junk hauls while fishing in the Grasslands and crates on the small oil rig, and 5 more pools besides, usually 5–10 at a time. Higher-grade chests carry the better rolls, so the ones guarded by a camp are usually worth the detour.
Chests inside Volcanic Cavern can hold it as well.

Using Coarse Ammo Well
The ammo is its own Technology node — level 21, 1 Technology point — and it sits apart from every gun that fires it. That matters when you plan the unlock: the Musket lands at the same level 21 and costs 3 points of its own, Gunpowder is another 2 at 21, and the Weapon Workbench all of it is built on is 3 points back at level 20. Budget 9 points across those two levels, or you research a Musket and have nothing to load into it.
Craft it, do not buy it. Merchants sell these one round at a time at 40 Gold, so 20 off a shop counter costs 800 Gold, while the same 20 come out of a single Ingot and a single Gunpowder at the bench — treat shop stock as an emergency top-up mid-expedition and nothing else. One stockpile also carries a long stretch of the game: the makeshift line unlocks well after the ammo does, at level 24 for the Makeshift Handgun, 26 for the SMG, 30 for the Shotgun and 31 for the Assault Rifle, and every one of them draws on this same pile, with Handgun Ammo not arriving until level 28. Sulfur is the real limiter behind all of it, since the Gunpowder half of the recipe is what you actually run out of.
