It weighs almost nothing and stacks to 9,999, so there is no reason not to carry a full stack. It sells for almost nothing, so do not bother hauling it to a shop.
Using Gunpowder Well
This is the hollow entry of the two Gunpowder rows in the game files: no recipe, no drop table, and not a single crafting recipe calls for it. Every one of the 23 ammunition and grenade recipes pulls from Gunpowder instead, so that is the page to work from when you are stocking up.
To get the gunpowder that bullets actually consume, spend 2 points on the Level 21 tech and craft it from 2 Charcoal and 1 Sulfur per unit, or farm Tocotoco, which hands over one every time it is caught or beaten.
