Using Cement Well
The item recipes above are the small half of the demand. Thirteen base structures also bill Cement: Earthen Pipe 5; High Quality Hot Spring, Silo and Production Assembly Line 10 each; Mounted Machine Gun 15; Flower Bed and Pal Expedition Station 20 each; Mounted Missile Launcher, High Quality Monitoring Stand, Fishing Pond, Improved Furnace and Production Assembly Line II 30 each; and Large-Scale Stone Oven 200. One of every structure on that list is 440 Cement, or 44 runs of the ten-yield recipe.
The recipe itself unlocks at level 19, and the first thing that spends it arrives at 22 — the Pal Expedition Station, at 20 Cement. Flower Bed (20) follows at 24 and Silo (10) at 25. Around 50 banked Cement carries you through that whole early stretch, so there is no reason to grind it hard before the level 29-34 production block, where Production Assembly Line, Fishing Pond and Improved Furnace start asking for 10 to 30 apiece.
Two sinks dwarf everything else, and both want 200 in one go: the Large-Scale Stone Oven at Technology level 49 and the Aquatic Construction Kit at level 66. Either one is 20 batches of the recipe — 400 Stone, 20 Bone and 20 Aquatic Pal Fluids. Stone is never the problem; the Bone and the Fluids are, so start banking those two the moment you see the tech entry rather than when you go to build.
