Hartalis Slab Fragment shows up as world loot — chests in the Sakurajima, chests in the Feybreak and chests in the Sunreach Isle, and 6 more pools besides. Higher-grade chests carry the better rolls, so the ones guarded by a camp are usually worth the detour.
Sending a team on the Celestial Sakura Cavern, Dark Cave of Feybreak and Sunreach Isle expeditions brings some back without you leaving base, and 3 more expeditions can return it too.

Using Hartalis Slab Fragment Well
The fragments do nothing on their own. Four of them craft Hartalis Slab, and that slab has to be offered at a Summoning Altar to call the Lv 70 Hartalis raid — so budget four fragments per attempt at the fight, not one.
These only build the standard slab. The Ultra version of the fight runs off a separate fragment, Hartalis (Ultra) Slab Fragment, so stockpiling these past a multiple of four buys you nothing toward the harder encounter.
