Deluxe Bait shows up as world loot — junk hauls while fishing in the Sunreach Isle, treasure chests in the Sunreach Isle and sea base enemy camp loot in the Desert, and 3 more pools besides, usually 2–4 at a time. Higher-grade chests carry the better rolls, so the ones guarded by a camp are usually worth the detour.
Chests inside Sunreach Skies can hold it as well.

Using Deluxe Bait Well
The bar is the entire effect, and the size of it is 1.15x — fifteen percent wider than the bar you get with no bait or with Simple Bait. Every other fishing dial stays at baseline: how often something takes the hook, how hard it pulls while you reel, how much extra loot the catch coughs up. That makes Deluxe Bait a pure execution aid. If you are losing catches because the marker slides off the bar, it helps; if you are losing them because nothing is biting, it does nothing at all.
It is not a clean upgrade over High Quality Bait, despite sitting a tier above it. High Quality Bait leaves the bar at normal width but raises the bite rate to 1.5x, so it fills your bag faster; Deluxe Bait raises the bar to 1.15x and leaves the bite rate alone. Keep both: High Quality Bait for volume farming at a spot you have already cleared, Deluxe Bait for the specific catch that keeps slipping the minigame. Unlocking it costs 2 technology points at level 38.
Its shelf life is fourteen technology levels. Alluring Bait unlocks at level 52 for the same 2 points and goes to a 1.3x bar plus 40% added to both the enemy drop roll and the item lottery roll — strictly more of what Deluxe Bait does, with a loot bonus it never had. Risky Bait carries that same 1.3x bar and doubles the loot bonuses to 80%. So craft Deluxe Bait to size, not to stockpile: it is the bridge you fish with while the better recipes are locked, and the High Quality Pal Oil in it is worth more once they are not.
