The recipe is a Technology tree unlock at level 16 costing 1 Ancient Technology Point, which makes it the cheapest rung of the picking line and the one worth buying first — Lockpicking Tool v2 wants level 25 and 2 points, Lockpicking Tool v3 level 53 and 3, so the full set runs 6 ancient points.
It only answers copper locks — the chests that ask for a Copper Key. Silver- and gold-locked chests ignore it, so a full sweep of a dungeon still needs the higher tiers or the matching Silver Key / Gold Key.
Picking is not a straight open: the chest starts a lock minigame where you have to stop the pick in the narrow band where the cylinder gives, and a miss costs you the attempt. They stack to 9999, so craft a batch before a dungeon run instead of carrying one and hoping — twenty in the bag covers the fumbles and saves backtracking to base for keys.
