The materials are the easy half of the price. This holster is parked on the Ancient Technology track, not the ordinary one: it opens at level 54 and costs 5 Ancient Technology Points, a currency that only drops from bosses, so no amount of levelling alone will unlock it. Budget for that before you stockpile the Carbon Fiber.
Two weapon slots means two separate unlocks. The first holster (Extra Weapon Holster) is its own Ancient Technology entry at level 27 for another 5 points, and crafting this one does not replace it — you carry both, one copy each, for 10 Ancient Technology Points total.
