The recipe sits on the Technology tree at level 65 and costs 6 Ancient Technology points — the boss currency, not the ordinary points levelling hands you. It is also the only pair of dash boots with a prerequisite entry: the tree will not sell it until Double Air Dash Boots is already unlocked, which is another 5 ancient points at level 61. Budget 11 for the pair.
You can skip the first rung entirely. The plain Air Dash Boots entry is not a prerequisite for either of the later pairs, so if you are still short on ancient points at level 61 there is no reason to spend 2 of them on the single-dash version on the way up.
