No technology level unlocks this. The recipe only exists while the Air Walker Mk I Schematic is sitting in your inventory, and the bench it appears on is the Production Assembly Line. Reading the recipe above and then going looking for it in the tech tree is wasted time — the whole gate is a loot roll, and the five materials are the easy half.
Mk I is the bottom rung of a four-item line, and the rungs are not a straight ladder — they split. Air Walker Mk II keeps the single mid-air jump and doubles the dash; Air Walker Mk III doubles the jump and keeps the single dash; Air Walker EX doubles both. Pick by terrain: dashes buy horizontal distance across gaps, jumps buy height up cliffs. If you only need one of those two axes, the dedicated boots go further than any Air Walker does — Quadruple Jump Boots and Quadruple Air Dash Boots both reach four. What the Air Walker line actually sells is putting both effects on a single accessory slot.
