The recipe is not on the Technology tree — it is locked behind a schematic you have to find first. The best single source is treasure chests in the Sunreach Isle at 2.4% per container, and the table below lists every tier and where each one drops.
One copy of the schematic is a fixed, one-time pickup from a hackable terminal, which pays out 40 Dog Coin alongside it. That is the only guaranteed source; everything else is a random pull.
