The recipe is not on the Technology tree — it is locked behind a schematic you have to find first. The best single source is treasure chests in the Feybreak at 3.4% per container, and the table below lists every tier and where each one drops.
No technology level unlocks this one. Crafting is gated behind a schematic that only appears in Grade 5 chests — the top-grade loot pool used by the oil rig and the late-game island treasure tables — plus a single fixed cache that hands over the schematic alongside 30 Dog Coin. Until that schematic drops, stockpiling the Horn, Flame Organ, Ingot and Ancient Civilization Parts does nothing for you.
Using Fire Support Whistle Well
The vague "slightly raises" wording hides a concrete number: the whistle grants +18% Fire damage, and it lands on the Pal out fighting beside you rather than on you. Your own guns and attacks gain nothing from it, so the slot is only paying rent while a Fire Pal is deployed.
That 18% is the third of four Fire equip-boost tiers defined in the data (6%, 12%, 18%, 20%). There is barely any headroom above it, so once you have this whistle there is no meaningfully stronger Fire-support piece to chase.
