The recipe is not on the Technology tree — it is locked behind a schematic you have to find first. The best single source is treasure chests in the Feybreak at 3.4% per container, and the table below lists every tier and where each one drops.
No technology level unlocks this. Crafting waits on Ice Support Whistle Schematic, which sits only in Grade 5 loot: roughly a 3.4% share of Feybreak treasure chests (Feybreak Cavern included), about 1.2% from oil rig crates, and a thin 0.2% from ordinary Feybreak chests. Feybreak cavern runs are the efficient farm; the oil rigs are a slower second line.
Using Ice Support Whistle Well
"Slightly raises" is worth an exact figure: the whistle carries Pal Ice Damage Enhancement Lv. 3, which the passive tables put at +18% Ice damage. The effect is flagged to the partner Pal, not to you, so your own weapons see nothing from it and the accessory slot is dead weight whenever the Pal at your side has no Ice attacks.
Four Ice equip-boost tiers exist — 6%, 12%, 18% and 20% — so this whistle already sits one step from the ceiling. The only pieces that beat it are the Lv. 4 trio of Cryolinx Ring, Frostallion's Talisman and Ice Emperor's Baton, and they buy just two more percentage points. Chasing them for the Ice bonus alone is a poor trade; take them for what else they carry.
The +1 and +2 versions of the whistle list the same Lv. 3 passive, so a fancier roll of the schematic does not push the Ice number any higher.
