The Technology tree is the only route to this saddle — it sits at level 71 and costs 4 Technology points, and nothing drops it, sells it or hands it over as a reward. Level 71 is deep enough that most players meet Whalaska Ignis long before they can ride it, so catching one early only banks it for later.
Owning the saddle is what switches on Cozy Whale Cruiser, not owning the Pal. The partner skill is locked to this item in the skill data, so a Whalaska Ignis sitting in your party with no saddle crafted gives you none of its fishing bonus.
Budget for a long craft. This saddle carries a work value of 24,000, several times a typical piece of Pal gear, so start it with your best Handiwork Pals assigned and expect the bench to be tied up. Stage the Soralite Ingot x20 first — the Sky Island refining chain is the one material here you cannot rush at the last minute, while Flame Organ x20 comes off any Fire Pal you farm on the way.
Cozy Whale Cruiser is a fishing skill first and a mount second. It hands the player two effects at once, both scaling with the Pal's partner-skill level: the fishing minigame opens with a head start on the progress bar, and every successful pull adds extra progress. Both sit at +7% at level 1, then +9%, +11%, +13% and +17% at levels 2 through 5. Same-skill sources stack in your favour here, since the two effects work on different parts of the same bar.
If you own both whales, the Ignis is the better fishing partner at every rank. Plain Whalaska runs Chilled Whale Cruiser at +5/+7/+9/+11/+14% on the same two fishing effects, so the fire variant is one full rank ahead the whole way and pulls furthest clear at max level — 17% against 14%. That gap is the real argument for spending the 4 points on this saddle rather than reusing the one you already built.
