Where to Find Water Support Whistle
The recipe is not on the Technology tree — it is locked behind a schematic you have to find first. The best single source is treasure chests in the Feybreak at 3.4% per container, and the table below lists every tier and where each one drops.
The schematic comes out of Grade 5 chests, and the oil rig pool is the one worth farming: about 1 roll in 85 there, against roughly 1 in 620 and 1 in 860 from the two dark island tables. Twenty-nine accessory schematics sit in that oil rig slot at identical weight, so any given qualifying pull is far more likely to be a resistance ring or a rival element's whistle than the Water one. Plan on repeat rig clears rather than a lucky first run.
Using Water Support Whistle Well
"Slightly raises" has a number behind it: the whistle applies Element Boost (Water) Lv. 3, which is +18% Water damage. Nothing gates it — no HP threshold, no timer, no combat-only window — so it is live the whole time the accessory is equipped. It reaches only the Pal currently out on the field with you; party reserves and base workers get nothing from it.
The effect has four rungs at +6%, +12%, +18% and +20%, and this whistle sits on the third. Two percentage points is all that separates it from the ceiling, so once you have one there is no reason to keep rolling for the line — put later Ancient Civilization Parts into a different accessory instead.
No technology unlocks this, and it will not appear in the inventory hand-crafting list. The recipe only appears while the Water Support Whistle Schematic (Water Support Whistle Schematic) is sitting in your bag, and the craft then needs a High-Quality Workbench or anything above it — the production assembly lines, the advanced workshop, the ancient and enchanted benches. Build the bench before you go hunting so the schematic is not dead weight when it drops.
The bonus is keyed to Water damage, not to attack as a whole, so it is only worth the slot on a Pal whose actual equipped moves are Water — a Water-typed Pal running Neutral or physical attacks in practice will see almost none of the +18%. Check the four moves on the Pal you plan to send out before committing, and compare against a flat partner-attack accessory if half its kit is off-element.
Water damage is what the whistle scales, so it stacks best where the enemy is already weak to Water — Fire-element bosses and the Fire-heavy raid lineups. Against anything Grass or Electric the type penalty eats far more than 18%, and swapping to a Pal with a favourable element beats keeping a boosted Water attacker on the field.

Those figures apply to the Pal out of its sphere and fighting beside you, not to your own character — the item does nothing while your team is in storage.
Schematics That Unlock Water Support Whistle
Water Support Whistle is not learned from the Technology tree — you need a schematic for it. One schematic grants the recipe, and they are world loot — chests, boss Pals and the late-game pools — rather than anything you research. Higher-rarity copies of the same schematic raise the quality of what you end up crafting.
Fastest route. The top-tier Water Support Whistle schematic is worth hunting directly — treasure chests in the Feybreak is its best source, at roughly 29 containers a copy. Schematics fuse five-to-one, so a lower tier with better odds can beat the top tier outright. Counts are containers of that source, not time.
