The effect line does not climb with the rarity. All five copies of the hat carry Normal damage reduction at level 1 — the Common one out of a village merchant's schematic gives exactly the resistance this one does, and no grade of it carries a Heat or Cold line, so it is never the answer to a biome. What the Legendary buys is bulk and lifespan: durability 300 to 1,200, so it survives four times as long between repairs, and 240 HP against 60. Build the cheap rung the moment you want the resistance and save this one for the run where you will not be near a repair bench.
Price the cloth before you commit. 73 Cloth is 146 Wool through the loom, against 15 Cloth — 30 Wool — for the Common copy, so the top rung costs nearly five times the sheep-farming for four times the defence. A ranch turns that into a wait rather than a hunt, and it is worth stocking the right sheep: Melpaca and Cremis drop wool at rank 2 on the ranch where Lamball only manages rank 1. The wool bill, not the schematic, is the real gate on this piece.
