Wearing it also carries the effects Pal Defense Up Lv. 4, Pal Neutral Damage Enhancement Lv. 4, which matters more than the raw numbers in the biomes that punish you for the wrong outfit.
No recipe takes it as an ingredient. Whatever you build is the finished article, so there is no reason to hoard spares.

Where to Find Hartalis's Talisman
The recipe is not on the Technology tree — it is locked behind a schematic you have to find first. The best single source is treasure chests in the Sunreach Isle at 2.4% per container, and the table below lists every tier and where each one drops.
The technology tree will never hand you this. The recipe stays greyed out until Hartalis's Talisman Schematic is in your bags, after which any production line or advanced workbench can queue it — and at 150,000 work it is a long craft, so start it before a raid, not during one.
Schematic odds are lopsided. A large oil rig loot slot rolls it near 1%, roughly one in a hundred pulls, while the sky island grade-5 treasure pools sit around 0.15% and 0.12% — several hundred chests per copy. Farm the rig; treat sky island chests as a bonus, not a plan.
There is also a fixed sky-island pickup that gives the schematic outright alongside 50 Dog Coin. It is one-and-done, so if that cache is already looted on your save, the oil rig is your only route.
Using Hartalis's Talisman Well
Put numbers on the two halves: +20% Defense and +20% Neutral damage, both at rank 4 of their ladders. Every point of it is tagged to the Pal you have deployed — none of it touches your own Defense, and none of it is doing anything while you fight with no Pal out.
The Neutral half is the reason to run this over an elemental partner ring: nothing in the type chart resists Neutral, so the +20% is live in every fight rather than only against one element. The catch is that it keys off the move's element, not the Pal's — a Neutral Pal swinging a Fire attack gets nothing from it, so check your deployed Pal's active moves before you commit the slot.
The Defense half is the smaller of the two rank-4 values in the game: partner-only Defense caps at 20%, while the player-side version on gear like Warsect Terra's Belt gives 25%. Dropping to a rank-3 talisman would cost you 15% Defense and 18% Neutral, so this is the top rung — there is no tier-2 upgrade to chase later.
It is the odd one out among partner accessories. The elemental rings pair an element boost with a resistance to their counter type; this one swaps the resistance for flat Defense, which is why it costs 10 Ancient Civilization Parts against the 5 the elemental rings ask for.

Fastest route. The top-tier Hartalis's Talisman schematic is worth hunting directly — treasure chests in the Sunreach Isle is its best source, at roughly 42 containers a copy. Schematics fuse five-to-one, so a lower tier with better odds can beat the top tier outright. Counts are containers of that source, not time.
