Using Hartalis Saddle Well
The barrier is an active ride skill, not something that ticks along on its own — mount Hartalis and trigger it, and the cooldown is decided by that Hartalis's partner skill rank: 150 seconds at rank 1, then 120, 90 and 60, down to 30 seconds at rank 5. Ranking the Pal up is the difference between one barrier per fight and one every half minute, so it is worth feeding the souls before you take it into a raid.
The recipe is normal Technology, unlocked at level 70 for 5 points. There is no tower boss requirement and no Ancient Technology Point cost, so the only real gate is reaching the level and stockpiling the 200 Paldium Fragments and 48 Coralum Ingots.
Budget for a long build. This saddle carries 1,000,000 crafting work, tied for the heaviest of any Pal gear in the game and roughly 25 times an ordinary saddle, which sit between 5,000 and 40,000. Queue it with your best Handiwork Pals assigned and a full workbench crew, or it will sit unfinished across several in-game days.

Hartalis Saddle is Hartalis's own gear — no other Pal can equip it, and Hartalis cannot be ridden or put to work in its geared role until you have this in your inventory.
Equipping it turns on Hartalis's partner skill, Sacred Barrier.
Hartalis is Neutral, which is what decides where it is worth taking — the gear does not change its typing, only what you can do with it.
