Saya Hat is not something you find lying around — you craft it, and the recipe is below.
The hat is the guaranteed first-clear prize for putting down Saya and Selyne on Hard Mode. The standard version of that tower fight never pays it out, and no tech entry, vendor or chest carries it either — one rematch clear is the entire acquisition path. The single Cloth sitting on its recipe line is a repair cost for a hat you already own, not a way to make one.
Getting in means clearing Auri and Shaolong first, which is what gates this rematch. Inside is a level 80 boss with 567,300 HP plus two Moonflower Genin and a Moonflower Jonin on the floor. Selyne reads Dark and Neutral, so two separate elements gain on it — Dragon into the Dark half, Dark into the Neutral half — and Eidrolon covers both at once. Using Saya Hat Well
20 defense and 60 HP is cosmetic territory, far under real endgame headgear, so wear it for the look and swap out before anything that can actually kill you. What keeps the tower worth re-running once the hat is banked is the rest of the table: the Legendary Plasma Rifle Schematic at roughly one clear in ten — the strongest general-purpose gun in the game — alongside large Carrying Lotuses and Training Crystals.

Alternatives and Upgrades
