The cap's Ice Damage Reduction Lv. 1 shaves 15% off incoming ice damage, and that number is the same on every rarity of Penking Cap. Climbing to this tier buys defense, HP and durability only — the ice protection never improves, so if resistance is all you want, the cheap version wears just as well in the snow.

Each rarity of the cap is gated behind its own schematic. The plain version's schematic is stocked by Village Shops for 500 Gold, but owning it does not unlock this tier — you need the tier-4 schematic before the 22-plume recipe appears at a workbench.
