Nothing has to be found for this one: it sits on the Technology tree at level 66 and is bought outright for 5 technology points. Craft it at a Pal Gear Workbench, the bench the game reserves for saddles and Pal weapons.
Using Xenolord Saddle Well
The saddle is what switches on Meteor Wings, so it is doing two jobs at once — it makes Xenolord a flying mount, and it turns on the party-wide buff that raises the damage of your other Pals' partner-skill attacks by 20% at skill level 1, climbing to 26 / 32 / 38 / 50% as condensing pushes the skill to level 5. The buff does not stack, so a second Xenolord on the team adds nothing to it.
Have the Pal before you spend the points: Xenolord is not a wild catch but an altar summon, so you need a Xenolord Slab built from four fragments and a Summoning Altar first. The saddle is weightless and never leaves your inventory once crafted, so one copy covers every Xenolord you ever own.
Xenolord Saddle — Xenolord's Gear
Xenolord Saddle is Xenolord's own gear — no other Pal can equip it, and Xenolord cannot be ridden or put to work in its geared role until you have this in your inventory.
Equipping it turns on Xenolord's partner skill, Meteor Wings.
