The Azure Covenant Flag Set is the sky faction's banner pair, and it sits further up the technology tree than any other flag set in the game — player Level 71, which is deep into post-Sunreach territory. The node itself costs a single point, so the real barrier is the material bill: 40 High Quality Cloth, which is 400 Wool before you place a single flag. This guide covers the unlock, both pieces and their exact build costs, where the wool and metal come from, and how the set stacks up against the other seven.

Unlike the Rayne Syndicate and Free Pal Alliance sets, there is nothing hidden here — no schematic-locked extra pieces, no drop hunting. The node hands you both banners the moment you buy it, and that is the complete set. What makes it awkward is the timing: Level 71 lands well past the point where most players stop spending technology points on decoration, so plenty of bases never fly these colours at all. How to Unlock the Azure Covenant Flag Set

Reach player Level 71, open the Palworld technology tree, and buy the Azure Covenant Flag Set node for 1 Technology Point. There is no prerequisite node and no boss gate — the level is the entire requirement, and it is a serious one. Climbing to 71 takes roughly 558 million total EXP, about six and a half times what it costs to reach Level 60, so this is a node you buy long after the main campaign is behind you.

The upside is that one point at this level is genuinely free money. Level 71 asks for 22 points across its six technologies, and the flag set is the only one that costs a single point — the two Ancient entries want five each, and both saddles want four. Buy the flags first on principle: you will still have the points for everything else by the time you have farmed the cloth.

Azure Covenant Flag

The Flag is the planted pole and the anchor piece of the set, costing 20 Refined Ingot, 10 Fiber and 20 High Quality Cloth. That is the same recipe every late-game faction standard uses, so nothing about it is unique to the Covenant — you are paying the standard endgame flag price. Build this one first if your cloth supply is thin, since a single planted flag reads as a claimed base from a distance in a way a wall banner does not.

Azure Covenant Banner

The Banner is the hanging cloth for walls and gateways, and it halves the metal: 10 Refined Ingot, 10 Fiber and 20 High Quality Cloth. Note that the cloth does not go down — both pieces want 20 each, which is why the set's bill is so lopsided towards wool. This is the piece you will place several copies of once you start decorating properly, and every extra copy is another 200 Wool through the loom.

What the Whole Set Actually Costs

Both pieces together come to 30 Refined Ingot, 20 Fiber and 40 High Quality Cloth — but those headline numbers hide the work. High Quality Cloth takes 10 Wool and 1 Leather per sheet at the High-Quality Workbench, so 40 sheets is 400 Wool and 40 Leather. Everything else in the set is trivial by comparison: the fiber is 10 Wood and the metal is a short furnace run. Wool is the guide.

Where the 400 Wool Comes From

Three Pals produce Wool on a Ranch, and that is the only passive source in the game — everything else means killing things. Lamball is the one to build around: it needs only rank 1 Ranching and has the most spawn points of the three, so restocking is never a problem. Melpaca and Cremis both sit at rank 2 and work fine alongside it. Fill a ranch with a mixed team, leave it running while you do the Soralite grind, and the 400 Wool assembles itself.

If you want the wool now rather than overnight, hunting beats ranching by a wide margin. Sweepa drops 3-5 per kill — the best per-kill rate of any Pal you can actually find in the world — though it has fewer spawn points than the ranch trio. Kingpaca gives a flat 5 but does not spawn naturally, so it is a breeding or capture project rather than a farm route.

Leather is the easy half of the cloth recipe. 78 Pals drop it at a guaranteed 100% rate, and Mammorest is the standout at 5-10 per kill with 484 spawn points — more than any wool Pal has. Forty Leather is four or five Mammorest, which you will clear incidentally on the way to anything else.

Buy the Cloth or Craft It?

Merchants do stock High Quality Cloth outright, so the lazy route exists — but it is the worse one. A finished sheet runs 2,640 gold, which puts all 40 at 105,600 gold. Buying the raw wool and leather instead and weaving it yourself costs 88,000 gold for the same 40 sheets, and that is still the expensive version: a ranch makes the wool for nothing. Only buy finished cloth if you are gold-rich and genuinely cannot be bothered, and check the merchant inventory list first, because not every wandering trader carries it.

TipStart the ranch long before you need it. Wool has no other use anywhere near this scale, so a Lamball pen running from Level 40 onward will have banked the full 400 by the time the node unlocks — and the same stock covers High Quality Cloth armor, which wants the exact same sheets.

Refined Ingot and Fiber

The metal half is a footnote at this stage of the game. Thirty Refined Ingot is 60 Ore plus 60 Coal, and both are heavily mapped — 1,632 Ore nodes against 824 Coal nodes, so coal is the scarcer of the two by half. If you are already running a mining base by Level 71 this comes out of storage without a trip. The 20 Fiber is 10 Wood and needs no comment.

How It Compares to the Other Seven Flag Sets

Eight factions have a flag set on the technology tree, every one of them priced at exactly 1 Technology Point, and the Azure Covenant is the last one you can reach. What is worth knowing is that the top four sets are materially identical — PAL Genetic Research Unit, Moonflower, Feybreak and Azure Covenant all want the same 30 Refined Ingot, 20 Fiber and 40 High Quality Cloth. The only thing separating them is the level gate and the artwork, so if you are chasing a look rather than a specific faction, the Feybreak set gets you the same silhouette eleven levels sooner.

The gap between the cheap end and the expensive end is stark. The Rayne Syndicate set at Level 11 needs 40 basic Cloth — 80 Wool total — while the Azure Covenant needs 400. That is a five-fold jump in wool for a decoration, which is the price of the High Quality Cloth switch that kicks in from Level 50 onward. Note also that two of the early factions have extra banner pieces that never appear on the tree and only drop as schematics; the Covenant has no such pieces, so the node is genuinely the whole set.

Who the Azure Covenant Are

The Covenant are the sky faction, based around Sunreach Isle and the city floating above it, and flying their banner is a provocation — they raid bases like every other faction. Their raid ladder is called the Test of the Covenant, and it is by far the nastiest opening tier in the game: even the first rung, aimed at base rank 1-10, sends six Level 60 Enforcers at you. For comparison, the equivalent Free Pal Alliance raid at that rank sends Level 15 enemies. If a Covenant raid ever fires at a young base, you are not meant to win it.

The Finale is worth setting up for rather than surviving: thirty Level 70 Enforcers across three waves pays out 106,470 EXP and a guaranteed Training Crystal, which is exactly the sort of chunk that moves the needle when you are grinding towards Level 71 in the first place. Build the defences, then let them come.

Their home region carries the endgame material economy too. Sunreach is the only place Soralite exists, with 226 nodes mapped, and the tech node one level above the flag set unlocks the Soralite Quarry so you can produce it at base instead.
